"Advisors Advise and Ministers Decide" lets everyone off the hook
It’s a phrase you hear throughout the public sector. On strategy, it’s true.
But it’s also a way for risk-averse officers to dodge decisions - and for politicians to hoard them. What suffers is pace and delivery.
Not every decision needs to go to the top: it’s only necessary when there’s no clear strategy. When the direction and trade-offs are clear, officers can confidently decide how to deliver.
That’s why London has a statutory Mayor’s Transport Strategy. It doesn’t just signal intent - it gives TfL permission to act.

Make sure there’s a real strategy. Don’t wait to be asked. Even in politics, the 'how' should be delegated.

Don’t assume that “Ministers / Councillors / Mayors” decide: it’s not actually their job to decide on implementation. It’s your job, so guard it.
